Where Funding Usually Comes From
- Your local council, after a care needs assessment
- The NHS, if your needs are mainly health needs
- Direct payments, so you arrange support yourself
- Paying privately, from your own income or savings
In supported living, rent is separate from your support and is paid to the landlord.
Ways to pay for care
- 1
Council Funding and Care Needs Assessments
If you or a family member need care and support, you can ask Warwickshire County Council for a care needs assessment. The assessment is free. If you are eligible, the council will also carry out a financial assessment to work out what, if anything, you need to contribute.
Good to know: for care in your own home, the value of the home you live in is not counted.

NHS Continuing Healthcare
Some people with complex, ongoing health needs qualify for NHS Continuing Healthcare. If you are eligible, the NHS pays for your care in full. Eligibility is decided by the local Integrated Care Board, usually starting with a checklist completed by a health or social care professional.
Good to know: you can ask a nurse, GP or social worker about a checklist.

Direct Payments and Personal Budgets
If the council agrees you need support, it sets a personal budget. You can let the council arrange your care, or take the money as direct payments and choose your own provider, such as Angel & Star. People with NHS funding may be offered a personal health budget.
Good to know: we can agree clear invoices and records to make direct payments easier to manage.

Rent in Supported Living
In supported living, your rent goes to the landlord or housing provider, not to us. Many tenants get help with rent through Housing Benefit, or through Universal Credit, depending on the type of housing. Day to day costs such as food and personal bills usually come from your own income.
Good to know: we will explain the housing arrangement for each home.

Paying Privately
If you are not eligible for funding, or choose to arrange care yourself, you can pay us directly. You can still ask the council for a needs assessment and advice at any time, and you may be entitled to benefits such as Attendance Allowance or Personal Independence Payment.
Good to know: these benefits are not means tested.

Mixed Funding
Many people use more than one source, for example council funding with a top up from direct payments, or private care alongside support from family. We are happy to work within whatever arrangement suits you.

How We Explain Costs
- what support is included and how many hours it involves
- what it will cost and how often you will be invoiced
- who is paying for which part, if funding is shared
- how and when costs are reviewed
No hidden extras, and no pressure to decide on the spot.

Funding Questions
Yes. Anyone who appears to need care and support can ask the council for a needs assessment, and the assessment itself is free, whatever your income or savings.
Yes, direct payments can be used to pay a registered care provider. We will agree the support, invoicing and records with you.
Rent is paid to the landlord or housing provider, not to Angel & Star. Many tenants receive Housing Benefit or help through Universal Credit towards their rent.
For care in your own home, the value of the home you live in is not counted in the council's financial assessment. Your income and other savings may be.
Tell us and whoever funds your care. Support can be reviewed and funding reassessed if your needs or finances change.
